Short version: if you wear a M in the tee, a M in the hoodie will feel roomier. Whether that is what you want is the actual question.

Same silhouette, different room

Both pieces share the same idea β€” straight body, dropped shoulder, nothing tapered. The hoodie is cut wider through the chest and body because it has to go over something else. That extra room is intentional, not a size difference.

When to size down

Size down one on the hoodie if you want a regular fit β€” shoulder seam near your actual shoulder, sleeves ending at the wrist. Stay true to size for the drape you see in the photos, which is what most people are after.

On the tee, do not size down. It is already cut close to true, and a size down turns the boxy body into something that pulls across the chest.

The tee runs true. The hoodie runs generous. That is the entire difference.

The weights are different too

The tee is 250 gsm cotton. The hoodie is 400 gsm brushed fleece β€” noticeably heavier, brushed soft inside, and it holds the shoulder line after a winter of washes. A heavier fabric always reads as bigger on the body even at identical measurements.
